This RAND data sheet explains that whlie student scores on reading and math achievement tests may tell us a lot about how well students are learning those subjects, they are not necessarily good indicators of teacher effectiveness. For this reason, and because achievement tests don’t fully capture how well students are learning other subjects, skills, and attitudes, RAND suggests that information from standard tests must be combined with other measures to gain a better understanding of teacher effectiveness.
