After falling nearly 11% since the 2008 fiscal year, state appropriations for U.S. higher education are on the rise in most states. Long-term effects of budget cuts stemming from the economic downturn still could take years to erase, however, according to the annual Grapevine survey of the Center for the Study of Educational Policy.
